About St. Mary's Hospital Lacor

St. Mary's Hospital Lacor is a large mission-driven Catholic hospital serving mainly low-income communities in Northern Uganda. The Lacor Hospital Complex includes the main hospital, peripheral health centres, the Lacor Health Training Institute and a Kampala logistics unit.


Job Purpose

The Executive Director will provide ethical, mission-aligned executive leadership for the entire Lacor Hospital Complex.

The ED will integrate directorates and units, implement Board-approved strategies and policies, safeguard quality and access to healthcare, ensure sustainability and hold management collectively accountable for results.


Key Responsibilities

The Executive Director will:

  1. Ensure major decisions uphold Lacor's Catholic values, medical ethics and the "Patient First" principle.
  2. Translate the Strategic Plan into practical plans, budgets, targets and measurable results.
  3. Maintain a strong and transparent relationship with the Board.
  4. Ensure Board decisions are implemented and support lawful governance.
  5. Chair the Internal Management Board and provide leadership across Lacor's units.
  6. Oversee quality of care, patient safety, infection prevention and clinical audits.
  7. Take overall responsibility for financial management, budgeting, cost control, procurement, donor compliance and audits.
  8. Ensure fair recruitment, staff welfare, workforce planning and succession planning.
  9. Promote teamwork, accountability and continuous learning.
  10. Represent Lacor institutionally and maintain relationships with government, donors, universities, communities and other partners.
  11. Support fundraising and implementation of the Strategic Plan.
  12. Ensure education, training, research, technology, data systems and cybersecurity support Lacor's mission.
  13. Ensure compliance with laws, regulations, licences and professional standards.
  14. Protect the hospital's people, assets, information and reputation.
  15. Maintain preparedness for emergencies and disruptions.

Qualifications & Experience

Required:

  1. Postgraduate qualification in organisational leadership, governance and management at Master's level or equivalent.
  2. Relevant fields include:
  3. Public Health;
  4. Health Services Management;
  5. Business Management; or
  6. another directly relevant field.
  7. Additional medical or health-related qualification is an advantage.
  8. At least 10 years of progressively responsible leadership experience.
  9. At least 5 years at executive or director level in a complex organisation or healthcare institution.
  10. Proven ability to integrate strategy, operations, finance, people, risk and stakeholder relationships.
  11. Experience managing significant budgets and donor/restricted funds.
  12. Strong internal controls, audit and sustainability judgement.

Desirable Experience
  1. Experience in a faith-based, not-for-profit or mission-driven organisation.
  2. Experience in a referral or teaching hospital or health network in East Africa.
  3. Experience in organisational transformation and succession planning.
  4. Government relations.
  5. Fundraising and international partnerships.
  6. Knowledge of Uganda's health system.
  7. Knowledge of Acholi or another local language.
